I think your confusing two different IT words.
Cookies are little pieces of information stored on users' computers by websites, in order to uniquely identify the user across multiple sessions. They are not malicious and only if you worked in programming or design would you ever see them.
Most big websites use cookies so users can login (like Yahoo) or shop (like Amazon.com).
Winks are little animated files that appear in MSN Messenger and other chat programs.
