Well it may be a bit of both. He is doing that to see how you will respond, so I would say flirting. Sometimes it may mean something else, really need to know the context of the situation, how well you all know each other. So it could mean several things. Overall I would say flirting and wanting to see how you would react, you know to see if you were interested.
